From Pilot Project to National Tool: MIDIA Strengthens Its Role in Moldova's Digital Ecosystem
The SME Digital Intensity Measurement Instrument (MIDIA), developed by the Association for the Development of Electronic Communications and Innovative Technologies, will be integrated into the BizRadar platform, created at the initiative of the Secretariat of the Economic Council under the Prime Minister, to strengthen direct collaboration between the business community and public authorities.
The initiative was announced during the MIDIA presentation event, organised as part of the "Digital Maturity in Innovative Regions" project, supported by the Swiss Government and Helvetas Moldova through the OPTIM Project.
As a result, even more entrepreneurs will be able to assess their companies' level of digitalisation using a standardised methodology. The tool will help businesses better understand their digital strengths, identify areas for improvement, and determine the investments and actions needed to accelerate their digital transformation.
A tool that can contribute to economic development
Cristina Butuleac, Digitalisation and Access to Finance Manager at Helvetas Moldova, highlighted the strong collaboration with ACETI and emphasised that MIDIA was designed as a well-structured tool to support companies throughout their digital transformation journey. She expressed confidence that the synergies created through the project and the integration of the MIDIA questionnaire into the BizRadar platform will further enhance the tool's value and credibility.
Ion Lupan, Head of the Secretariat of the Economic Council under the Prime Minister, noted that achieving fully digital interaction between public authorities and businesses is one of the Council's key priorities. At the same time, he stressed that companies also need to assess their digital readiness to make better use of available digital services, strengthen their competitiveness, and improve their capacity to access and absorb funding and support opportunities.
The importance of MIDIA is further reinforced by its adoption by the EDIH Digital Innovation Hub of Moldova, the country's first and only European Digital Innovation Hub, selected by the European Commission in January 2026.
By using MIDIA, entrepreneurs will gain access to EDIH services, including technological expertise, testing digital solutions before investment, digital skills development programmes, and support in identifying available funding opportunities.
ACETI proposes MIDIA as a national standard
At the beginning of 2026, the Association for the Development of Electronic Communications and Innovative Technologies submitted a position paper to the Government of the Republic of Moldova proposing the nationwide adoption of a standardised digital intensity assessment tool for small and medium-sized enterprises.
The proposal supports the implementation of Moldova's Digital Transformation Strategy 2023–2030 and complements existing business support programmes. Its objective is to improve the effectiveness of public policies while enabling more targeted funding and support measures for digital transformation.
The use of a single methodology would allow for the consistent assessment of companies' digital maturity, facilitate the identification of sectors with the greatest need for intervention, and enable better monitoring of the impact of public and private investments in digitalisation.
MIDIA: A tool developed, protected and validated in Moldova
ACETI has officially registered MIDIA's copyright with the State Agency on Intellectual Property (AGEPI), while the MIDIA name is protected as a registered trademark. The tool was also awarded the Silver Medal at the INFOINVENT 2025 International Specialised Exhibition.
In an economy where competitiveness increasingly depends on the adoption of digital technologies, MIDIA helps companies answer a fundamental question: "How digitally mature is my business, and what should I do to become more competitive?"
For the Republic of Moldova, MIDIA has the potential to become more than just an assessment tool. It can serve as a national benchmark for measuring progress in digital transformation and directing investments towards areas where they can generate the greatest economic impact.
